Yes. Japanese cards carry their set code on the front, for example sv8a, and that is the strongest clue we have. A Japanese print is shown as its own card with its own market value, not as the English card with the same number.
The market value for ungraded condition is based on actual sales of the same card, mostly US eBay sold listings. Where we have them we also show PSA prices per grade. If there is no reliable price we write Missing instead of guessing.
No. The scanner identifies the card and shows the market value of an ungraded card in normal collector condition. Condition, centering and authenticity are for you to judge, or for grading. The card page shows what the same card fetches as a PSA 10 where we have sales behind the number.
